February 2012 Chapter Meeting: Studer RELINK
One detail about a project TV Magic built for a TV facility in Florida a year ago that surprised me was the ability to use the Studer Vista production audio mixer as the station AES/EBU digital audio router controlled by a conventional Evertz TV routing control system. This reused a resource often waiting between production sessions. It saved some money and "just worked.

Studer visits our SBE meeting in February to give a tour of its mobile demonstration consoles and a talk on its digital control and audio protocol. RELINK can link numerous Studer consoles in various locations of a Broadcast facility to allow audio source and control data sharing across a wide network.  Any Studer consoles can be on the RELINK network including the new OnAir1500 radio console, and absolutely no extra hardware is needed for this network setup.  In addition, Studer will discuss the new ‘Studer Vista Remote Access’ tool for managing, training, and supporting consoles securely across the internet.

Studer will have their state of the art demo truck at TV Magic February 14-16th.  Feb 14th will be an open house, 15th will be the SBE meeting, and the 16th will be registration-only factory certified training classes from Studer.  You can register online for free and regardless of experience on the Studer homepage banner for ‘Studer Broadcast Academy’.

Webinar Examines FCC FM Allocation Procedures
The SBE will present the webinar "FCC FM Allocation Procedures" February 16 from 2 to 3:30 p.m. ET. This webinar exposes the history and technology behind the FCC's current FM allocation rules and procedures for non-commercial FM stations, FM translators, LPFM and full service commercial stations.

Instructor Doug Vernier, CPBE, president of V-Soft Communications, LLC, clarifies the differences in the various allocation procedures of the services and the reason behind the differences. Advantages and flaws in the methodology, as well as, recent petitions to amend the procedures are also covered. Attendees will gain insight into how a station can improve its coverage or move its city of license using the rules. Vernier will also discuss the role of directional antennas, which provide protections in certain directions allowing more power to be transmitted in other directions.

This webinar is recommended to station engineers and managers to help them understand FM allocation and why their licenses limit transmission power and tower height and what they can do to improve coverage over the population they reach.

SBE Appeals to Members to Support Legislative Effort

Earlier this week the SBE sent a Legislative Alert to members asking them to mail letters to their U.S. representatives that urge them to support combining the Technical Expertise Capacity Heightening (TECH) Act, H.R. 2102, into FCC Reform Bill, H.R. 3309, sponsored by Rep. Greg Walden (R-OR). The TECH Act, which has stalled in committees of both the House and Senate, would authorize each FCC Commissioner to add an engineer or computer scientist to their office staffs. The SBE has worked since 2010 towards its passage. Adding TECH Act provisions to Walden's FCC Reform Bill may provide the only chance for passage this session of Congress.

Chris Imlay, general counsel of the SBE, plans to meet with Walden's staff prior to the Feb. 7 "mark-up" of H.R. 3309. Imlay will carry copies of letters from members of the SBE, including some from Walden's own second district in Oregon.

There is still time for members of the SBE to mail letters to their representatives asking them to urge Walden to include H.R. 2102 in H.R. 3309. Copies of those letters should be emailed to SBE Executive Director John Poray at the SBE National Office by Thursday, February 2.   Poray will send the letters to Imlay prior to the meeting with Walden's staff.

To assist, the SBE has prepared a sample letter members can personalize and send to their representative. A link to congressional directories is provided on the SBE website. The SBE hopes members will send a letter to help in this effort to re-establish the presence of technical expertise at the highest levels of the FCC.

SBE Certification Exams Given at NAB Show
NAB Show attendees can take an SBE certification exam while in Las Vegas. Certification exams will be given from 9 am to noon, PT on Tuesday, April 17 at the Las Vegas Hotel and Casino (formerly the Las Vegas Hilton). Apply by March 23 to take an exam at the NAB Show.
